Prospective and Cooperation publishes the final reports of its support mission to the “Accès Culture” programme 2020-2023 (part 1), resulting from a partnership between the French Development Agency (AFD) and the French Institute (IF).

The “Accès Culture” programme aims to

  1. Fund cultural micro-projects in Africa with strong social impact, focusing on cultural mediation initiatives. Its goal is to promote high-quality cultural offerings that address key themes of sustainable development and serve populations who are most excluded due to economic, social, and/or geographic barriers.
  2. Strengthen collaborations between French and African cultural operators
  3. Document the impact of culture on social cohesion through a research and evaluation programme.

Prospective and Cooperation worked on this third area. Evaluation experts, social science researchers, and African and French university partners from our network worked on three case studies:

    • in Tunisia: N.E.F.T.I. (New Temporary and International Manufacturing Space), citizen mobilization project for the appropriation of public space through cultural activities, El Warcha Collaborative Design Studio / Collectif ETC
    • in Senegal: WOOLU Yakaar, project aiming to strengthen vulnerable children‘s social bond, either street children, in family breakdown or in conflict with the law, through circus arts, SenCirk’ / Clowns sans frontières
    • in Mozambique / Reunion: D’une Rive à l’autre, le souffle de la danse, project for the social inclusion of young people through choreographic arts, Kinani / Lalanbik

The impact of these projects is documented in these country reports, each available in a full version and a summary version (in French).

A cross-cutting advocacy was also produced, recommending that African and French public authorities promote better integration of the cultural dimension in their local social development initiatives, and identifying levers of inclusion and social ties within cultural projects.
